BGN 1.8 BLN Increase in Revenues under Consolidated Fiscal Programme as of April 2025

As of April 2025, CFP revenues, grants and donations increase by BGN 1.8 billion compared to the same period of 2024. This is what the preliminary data and estimates for the implementation of the budget show and they are expected to reach BGN 24.5 billion, or an increase by 7.7 percent. Tax revenues are the biggest contributor to the positive result, increasing by BGN 2.4 billion, or 13.3 percent, compared to April of the previous year. Non-tax revenues increase by BGN 0.1 billion in the same period, while proceeds in the part of grants and donations are less by BGN 0.7 billion.

As of February 2025, the CFP expenditures, including the contribution of the Republic of Bulgaria to the EU budget, amount to BGN 26.4 billion. For comparison, CFP expenditures as of April 2024 amount to BGN 22.2 billion, and it should be taken into account that in February 2024 there was a reported reimbursement transaction of BGN 1.2 billion from the external funds account of the Ministry of Regional Development and Public Works back to the Ministry’s budget. Eliminating this transaction, for the purposes of comparability with the 2024 data, expenditures as of the end of April 2025 increase by BGN 3.0 billion (13.1%) in the part related to social payments, including pension expenditures, as well as personnel costs, subsidies, capital expenditures, etc.

The part of the Republic of Bulgaria’s contribution to the EU budget paid from the central budget as of 30.04.2025 amounts to BGN 0.7 billion, which complies with the existing legislation in the area of EU own resources.

Based on the preliminary data and estimates, the Consolidated Fiscal Programme (CFP) budget balance as of end-April 2025 is expected to be a deficit of BGN 1.9 billion (0.9 per cent of the projected GDP). On a monthly basis, a close-to-balanced CFP budget balance is expected for April. In April, the contribution from the excess of revenues over expenditures for 2024 of the Bulgarian National Bank to the amount of BGN 550 million was transferred to the state budget.
