Directorate's main task:
The CFCU contracts and manages projects financed under the Transition Facility and the Schengen Facility, and monitors for the successful completion of PHARE projects.
The Directorate assists the Minister of Finance, in his capacity of Central Public Procurement Authority, in exercising his powers related to the planning, preparation and carrying out of public procurement procedures with the purpose of concluding framework agreements for the needs of bodies within the executive power and their administrations.
The Central Financing and Contracting Unit (CFCU) was set up in 1998 by the signature of a Memorandum of Understanding between the European Commission and the Government of the Republic of Bulgaria. Initially the CFCU had the status of an Implementing Agency responsible for the preparation and carrying out of public procurement, conclusion of contracts and management of PHARE financed projects. Later in subsequent decisions of the EC and the Republic of Bulgaria Government the Directorate has been appointed as an Implementing Agency for projects financed under the Transition Facility and the Schengen Facility. Since 2007 it has been functioning as an Administrative Office for all EU funded institutional development twinning projects.
Organizational structure
The internal organization of CFCU follows the individual stages of project management - initial notice of tender, tendering and contracting, conclusion of contract, making payments, financial reporting, control and monitoring of project implementation and results' reporting.
Tenders and Contracts Division:
- Plans, organizes and carries out public procurement procedures of the Central Public Procurement Authority;
- Prepares framework agreements and contracts.
Ex-Ante Control and Verification Division:
- Exercises control over the preparation and carrying out of public procurement and contract conclusion;
- Exercises ex-post control (verification of expenditure) in connection with the Schengen Facility.
Project Management and Monitoring Division:
- Monitors the implementation of contracts concluded and the achievement of the results;
- Performs on the spot checks to verify contract implementation;
- Prepares reports on the progress and implementation of programmes and projects;
Project Financing Division:
- Makes payments under the contracts after verification of the required supporting documents, invoices, etc.;
- Prepares budget reports, forecasts, financial information and reports.
