  • On the grounds of Art. 28(2) of APIA and Order No ЗМФ–426 / 08.06.2023 of the Minister of Finance, Ms. Zhana Borislavova Tokova, Head of the Cabinet of the Minister of Finance, is authorized to consider the submitted applications for granting access to public information under APIA and to decide whether access to the requested information should be given or denied as well as to notify the applicants about the decision taken.
  • On the grounds of Art. 43h(1) of APIA and Order No ЗМФ–426 / 08.06.2023 of the Minister of Finance, Ms. Zhana Borislavova Tokova, Head of the Cabinet of the Minister of Finance, is authorized to consider the submitted applications for provision of information for re-use and to decide whether the provision of the requested information for re-use should be authorized or denied as well as to notify the applicants about the decision taken.

  1. Procedure for the provision of the administrative service; requirements and documents needed:
  • Each citizen or legal entity is entitled to file an application to be granted access to public information that is generated and stored at the Ministry of Finance. The information may be requested by either oral inquiry or written application.

In order to be considered the application should contain the following information:

  • The full name, the name and the registered office, respectively, of the applicant;
  • Description of the information requested;
  • The form preferred for granting access to the information requested;
  • The address for correspondence with the applicant.

One can use one or more of the following forms of granting access to public information: review of the information in the original form or in a copy; oral response to an inquiry; paper copy; copy on a technical data medium.

If there is an oral inquiry, an oral inquiry statement for access to public information is drafted.

  • Each citizen or legal entity is entitled to file a written application for provision of information for re-use.

Chapter Four of the Access to Public Information Act shall be applicable to any written requests for provision of information for re-use.

One can use one or more of the following forms of granting access to public information:

  • Copy on a physical data medium (paper, technical, magnetic, electronic);
  • Copy delivered electronically or an Internet address where data are stored or released;
  • Combination of forms.

One can use a qualified certificate for qualified electronic signature at the Ministry of Finance as a means of electronic qualification in accordance with Art. 3(2) of REGULATION (EU) No 910/2014 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL OF 23 JULY 2014.

  • Access to public information shall be given after paying the costs for providing the information the amount which is set in Ordinance No H-1 of the Minister of Finance of 2022 determining the rates for payment of the costs related to the provision of public information (prom. SG issue No 22 of 2022), and presenting a document of payment. The costs for providing public information shall be paid at the Cashier Desk of the Ministry of Finance or transferred to the bank account of the Ministry: IBAN BG35BNBG96613000148401, BIC BNBGBGSD – with BNB – Central Office – Sofia – 1000, 1, Alexander Battenberg Sq.
  • Information shall be provided for reuse free of charge or for a fee that cannot exceed the cost of reproduction or provision of the said information as per a tariff adopted by the Council of Ministers. The fee shall be paid at the Cashier Desk of the Ministry of Finance or transferred to the bank account of the Ministry: IBAN BG35BNBG96613000148401, BIC BNBGBGSD – with BNB – Central Office – Sofia – 1000, 1, Alexander Battenberg Sq.
  1. Authority exercising control over the activity of the authority providing the service:

The decisions of the liable entity are subject to review by the courts.

Appeal under the Code of Administrative Procedure to the administrative court per the applicant's permanent address within 14 day of receiving the decision.
