ABOUT THE AGENCY
Council of Ministers' Decree № 305/11.12.2008 has transformed the Audit of EU Funds Directorate at the Ministry of Finance into Audit of EU Funds Executive Agency to the Minister of Finance with the aim to strengthen the administrative capacity and independence of the Audit Authority in view to achieving stronger control on the lawfulness, regularity and eligibility of expenditure involving EU funds.
The mission of the Agency is to provide assurance that the management and control systems of the EU funds are adequate and function effectively and efficiently and that the financial interests of the European Community are properly protected. This assurance is to be achieved by the specific audit activities in the meaning of Chapter Five of the Public Sector Internal Audit Act.
The Agency carries out its activities in accordance with the internationally accepted auditing standards and by observing the national legislation, the applicable EU regulations and the international agreements involving EU funds to which the Republic of Bulgaria is a party.
The Agency is the body carrying out specific audit activities under EU funds and programs as follows:
- it performs functions and tasks of a Certifying Authority under SAPARD Programme;
- it makes sample checks and prepares the winding-up declaration under ISPA /Cohesion Fund under Regulation 1164/94/;
- it performs functions of a body responsible for the compliance assessment of the management and control systems according to Article 71 of Regulation 1083/2006 and Article 25 of Regulation 1828/2006;
- it performs functions of an Audit Authority for the EU Structural and Cohesion Funds and other programmes and initiatives where audit of EU funds should be performed;
- it performs functions of an Audit Authority for the bilateral cross-border cooperation programmes Bulgaria-Macedonia, Bulgaria-Serbia, Bulgaria-Turkey;
- it takes part in the auditors' groups under the bilateral cross-border cooperation programmes Bulgaria-Greece and Bulgaria-Romania, and the transnational cooperation programmes to which the Republic of Bulgaria is a party;
- it performs functions of an Audit Authority for the Cash-Flow and Schengen Facility and support thereof as well as for the European Return Fund and the External Borders Fund;
- it also performs other functions ensuing from documents of the European Union or assigned to it by a statutory instrument.
