Directorate's task:

The Centralised Contracting and Public Procurement (CCPP) Directorate assists the minister of finance in exercising his powers and obligations as a Central Purchasing Authority /CPA/ as defined in Council of Ministers' Decree No 385/2015 on the activity of the Central Purchasing Authority for the needs of executive power authorities.

The CCPP Directorate plans, organises and carries out public procurement procedures for the needs of the Ministry of Finance for which the minister is the Contracting Authority.

Structure:

The Centralised Contracting and Public Procurement Directorate has three divisions:

Centralised Public Procurement Division:

  • Plans, organises and carries out centralised public procurement procedures within the scope of CMD No 385/2015 on the activity of the Central Purchasing Authority for the needs of the executive power authorities;
  • Prepares and signs framework agreements awarded by the Central Purchasing Authority;
  • Participates in the preparation of budget forecasts and draft budgets.

Framework Agreements Division:

  • Exercises control over the implementation of the centralised framework agreements, prepares clarifications and guidance, makes analyses and inquiries;
  • Is responsible for the successful finalisation of programmes and projects financed by EU and/or national budget funds for which the Directorate is an Implementing Agency;
  • Prepares budget forecasts, draft budgets, financial information, references and reports on programmes and projects.

Public Procurement and Contracts Division:

  • Plans, organises and carries out public procurement procedures for the needs of the Ministry of Finance;
  • Prepares and signs contracts and/or framework agreements awarded by the minister of finance;
  • Participates in the preparation of budget forecasts and draft budgets.
