Directorate's main task:

The main tasks of the Information Systems Directorate are related to the provision of IT services within the system of the Ministry of Finance (MoF) and the implementation of the activities related to the provision of those services leads to automation, ensuring and increasing the effectiveness of the business processes through IT and their optimal use. The Directorate deals with the planning of the activities related to the provision of services in the field of information and communication technologies (ICT), administers and maintains the ICT infrastructure, organises the development, maintenance and development of software and licences for the needs of the MoF and, where necessary, coordinates the activities related to the implementation of the e-government in the administrative structures the heads of which are second-level spending units (SLSU) under the MoF budget. It takes part in the preparation of ICT public procurement documents and when assigning system integration activities for the MoF.

The Information Systems Directorate has two divisions: Information Systems Planning and Management Division and Information Provision and Technical Maintenance Division, and performs the following functions provided for in Article 18 of the Structural Regulations of the Ministry of Finance:

Information Systems Planning and Management Division:

  • Performs the planning of information and communication technologies (ICT) activities, develops and agrees the budget forecasts and expenses in the area of e-government at the Ministry and, where necessary, coordinates these activities in the administrative structures the heads of which are second-level spending units (SLSU) under the MoF budget;
  • Organises the planning, construction, maintenance and development of software and licences for the needs of the MoF and, where necessary, coordinates the activities related to the implementation of the e-government in the administrative structures the heads of which are second-level spending units (SLSU) under the MoF budget;
  • Organises the elaboration of ICT policies, rules and procedures at the MoF;
  • Ensures interoperability of the interaction of the information systems of the Ministry with systems operating in another government and municipal bodies and institutions, including the horizontal e-government systems, as well as the automated electronic filing and servicing of standardised requests for administrative services;
  • Organises the activities related to aligning the MoF ICT services with the global standards and the EU requirements;
  • Organises and takes part in assigning system integration activities;
  • Coordinates the activities in the MoF and in the administrative structures the heads of which are second-level spending units (SLSU) under the MoF budget with respect to the implementation of the e-government;
  • Exercises control over the implementation of ICT contracts;
  • Organises the management of e-signature certificates in the MoF and, where necessary, in the administrative structures the heads of which are second-level spending units (SLSU) under the MoF budget;
  • Enters data in public e-government and ICT registers;
  • Takes part in the elaboration of and gives opinions on draft legislation within its remit. 

Information Provision and Technical Maintenance Division:

  • Plans the development of ICT infrastructure at the MoF;
  • Administers and maintains the ICT infrastructure at the MoF;
  • Provides a single point of services for ICT-related issues at MoF and, where necessary, in the administrative structures the heads of which are second-level spending units (SLSU) under the MoF budget;
  • Organises the implementation of ICT policies, rules and procedures at the MoF;
  • Is responsible for the security of the information systems of the MoF, as well as for providing conditions for the implementation of a comprehensive system of measures for the management of this security through ensuring the compliance of the information security management system with the requirements of ISO/IEC 27001;
  • Performs overall management and control over the stocks, the acquisition and the use of hardware and software products and services in the area of ICT at the MoF;
  • Coordinates the MoF activities related to the technical provision of ICT infrastructure in view of the e-government;
  • Takes part in the preparation of ICT public procurement documents;
  • Enters data in public e-government and ICT registers.
